China revises chemical notification and registration process

On Aug. 17, China’s Ministry of Ecology and Environment published draft guidance to help clarify certain parts of the “Measures on the Environmental Management of New Chemical Substances,”[1] a new chemical substance notification and registration order that will go into effect Jan. 1, 2021. The guidance, “Guidance for Environmental Management Registration of New Chemical Substances (Draft for Consultation),”[2] recently closed comments, and the Ministry of Ecology and Environment is expected to issue a revised draft by the end of the year.

The revisions to the chemical notification and registration process were first introduced in 2003 and revised in 2010. According to a report[3] put together by the ACTA Group, this most recent order strengthens the management of new chemical substances with persistent (P), bioaccumulative (B) and toxic (T) potential and reduces some registration burdens for new chemical substances.
